Carrie Buhlman is the Chief of Police for the Town of Eagle Police Department in Colorado, overseeing a 17-member team. With a career spanning almost 19 years in law enforcement, Chief Buhlman has risen through the ranks, demonstrating her leadership, commitment to public safety, and deep understanding of the unique challenges of policing in rural mountain communities.
Chief Buhlman believes in strengthening the collective voice of law enforcement by building leaders at every level. She brings a strong understanding of the diverse needs of agencies across the state and is especially committed to advocating for mountain and rural departments that often face unique challenges. She believes these communities deserve meaningful representation in state and national conversations, policy development, and leadership opportunities. Most importantly, she believes that every agency and every law enforcement professional, regardless of size, location, or rank, has a vital role in shaping the future of policing.
Prior to her tenure in Eagle, Chief Buhlman served with the Vail and New Castle Police Departments in Colorado. She has been recognized for her leadership and bravery, earning the Life Saving Award, Silver Medal of Valor, and Outstanding Service Award.
Chief Buhlman holds a Bachelor’s degree in Law Enforcement from Minnesota State University and is currently pursuing a Master’s degree in Public Safety Leadership. Chief Buhlman currently represents the Northwest Region on the Colorado Association of Chiefs of Police (CACP) Board and is an executive board member for Speak Up Reach Out (SURO), where she advocates for the needs and voices of mountain and rural agencies.
Chief Buhlman is a member of the Colorado Association of Chiefs of Police (CACP), the International Association of Chiefs of Police (IACP), National Association for Women Law Enforcement Executives (NAWLEE) and the FBI Law Enforcement Executive Development Association (LEEDA). Her ongoing professional development includes advanced leadership training at FBI LEEDA, Northwestern University and the FBI Rocky Mountain Command College.
